after my BAP the status is "BAP is closed pending optional payment of $1.13 for 21.37 player points." Who do I make payment to? And Why?

you make payment to payneverbeg because thats how this site works

You dont have to pay to get the points is you prefer not to make payment on BAP's you can opt out.(You cannot opt out in MAD). That's why it says optional payment.
