I dont see any reason the 3rd raise should be a min raise especially after he minraised. I think if you are that worried about the Boat just call. If you arent worried about the boat then raise more because hes calling with any Q

i guess you could get it in here. its a little scary... if your opponent knows what he's doing he wouldn't have raised the river without a boat probably but if its likely he sux which it is... its pretty safe to shove here probably.

Instead of min. reraising his min. reraise on the river you can repop to something like $25 for value. Shoving runs the risk of running into a boat and only really bad players are going to call you for a full buyin without a boat in this spot. $25 seems like a good value amount here on the river, although as it seems he is a donkey and if you already have notes on him you could probably safely shove here and get paid off.
