The reason I didn bet the turn is b/c if he ships, what do I do. I'd be getting a gazzilion to one but pretty much the only hand shipping on me is a 9. The river he could bet a jack so I felt I should call.

I think you definitely have to bet turn here - and I'm probably calling river because a ton of people float flop and then take the checks as weakness and try to steal on river. A lot of people float flops with nothing trying to take the hand away on turn/river so I often find myself making these calls and taking the hand down.....but bet turn!

But if he is floating the flop, why would I drive off the turn by betting first? Why not c/r?? I was thinking of reverse implied odds, what does he call the turn with?? AJ mayb.

I highly doubt he has a 9 here, based on him calling your bet (maybe 9Ts, but unlikely). Maybe he has a J and thinks you're trying to steal.
Usually when I see someone bet out at the flop with 2 pair on the board I figure they're bluffing, as they would check if they actually had the 9.
